SUPREME COUNCIL OF THE REPUBLIC OF LITHUANIA
RESOLUTION
ON CONCLUSIONS MADE BY THE STATE COMMITTEE
ESTABLISHED TO STUDY PROBLEMS OF EASTERN LITHUANIA
The Supreme Council of the Republic of Lithuania, taking
into account conclusions presented by the State Committee
Established to Study Problems of Eastern Lithuania, as well as
those presented by the joint working group that analysed
proposals submitted by the Vilnius and Šalčininkai regions, and
by some territorial districts of the Trakai, Širvintos and
Švenčionys regions, and evaluating the state's economic capacity
to satisfy the needs of the national minorities residing in
Lithuania, r e s o l v e s:
1. To charge the Government of the Republic of Lithuania to
submit to the Supreme Council of the Republic of Lithuania, no
later than 31 May 1991, a draft plan for the administrative-
territorial division of the Republic of Lithuania, according to
which the present Šalčininkai and Vilnius regions would possibly
constitute the Vilnius territorial district.
2. To charge the Legal Committee, the Committee on Civil
Rights and Ethnic Affairs, and the Committee on Municipal Affairs
of the Supreme Council of the Republic of Lithuania, as well as
the State Committee Established to Study Problems of Eastern
Lithuania to take into account suggestions and proposals
concerning the ethnic, cultural, social, and economic
requirements of the citizens of the Republic of Lithuania
residing in said regions and to prepare, by 31 May 1991, the
draft of the status of the Vilnius territorial district.
3. To charge the Government of the Republic of Lithuania
prepare, by 1 May 1991, a prospective programme for higher
education for ethnic minorities residing in Lithuania, and to
begin implementing said programme in 1991.
