R E S O L U T I O N
CONCERNING THE COORDINATION OF PROCEDURES FOR THE ISSUE OF VISAS
AND CONTROL
OF BORDER CROSSING POSTS BETWEEN THE BALTIC STATES
As a result of increased economic activity between the
Baltic States and the rest of Europe, the Baltic Assembly is of
the opinion that it is necessary to fundamentally improve the
procedures concerning the issuing of visas ( including the
standardization of visa issue and visa fees for the citizens of
other countries), and the control of border crossing posts, and
recalling the Resolution adopted at the 4th session of the
Baltic Assembly on 15 May 1994 concerning the coordination of
border crossing policies and procedures, the Baltic Assembly
recommends that the Baltic Council of Ministers:
1. Coordinates the visa issue regulations in the Baltic
States with a view to establishing:
1) a visa-free regime between the Baltic States with respect
to citizens of the Baltic States;
2) real implementation of a visa regime so that visitors
from mutually- agreed other countries, and having obtained a visa
to one Baltic State may also visit the other Baltic States for
the remaining period of validity of the original visa without
having to apply for a separate visa for each State; and
3) a coordinated and unified policy of visa regimes with
other countries of the world.
2. In the nearest future adopt appropriate procedures in
order to simplify and quicken the procedure for crossing the
borders, to ensure increased transit capacity at the border
crossing posts, as well as improved quality of service.
3. Coordinates the procedure and common principles of border
crossing for citizens of the Baltic States, including special
lanes for Baltic citizens at all border crossing posts in the
Baltic States.
