R E S O L U T I O N                                      
                                                                                
      ON COMPENSATION TO POLITICALLY-REPRESSED LAND OWNERS                      
                                                                                
     The   Baltic Assembly  recommends that the Baltic Council of               
Ministers agree  on common   principles by which compensation for               
land may  be received  by those  pre-World War II citizens of the               
Baltic States  who were  politically repressed  during the Soviet               
regime and  who, upon  their release, were forbidden to return to               
their former  countries of  residence and  therefore  settled  in               
another Baltic  State and  have become  or have applied to become               
citizens of that State.
