A P P E A L                                          
                                                                                
             TO THE EU INTERGOVERNMENTAL CONFERENCE                             
                                                                                
                                                                                
     Recognising the fact that already in pre-war Europe Estonia,               
Latvia and  Lithuania as  sovereign  states  had  taken  part  in               
international fora  and played  a considerable  role in trade and               
economic  spheres,   the   Baltic   Assembly   appeals   to   the               
participating countries of the EU Intergovernmental Conference to               
grant full  EU membership to the respective States at an advanced
