RESOLUTION
ON THE CO-OPERATION OF THE BALTIC STATES IN MINIMISING
TRANSBOUNDARY POLLUTION
The Baltic Assembly,
determined to improve the quality of environment in the
Baltic States,
expressing willingness to better co-ordinate endeavours and
to co-operate in reducing transboundary pollution,
cognisant of the effects caused by the transboundary
pollution to the environment of all the three Baltic States,
recommends to the Baltic Council of Ministers to:
- take measures aimed at minimising transboundary pollution
in the Baltic States and agree upon methodologies and principles
of compensating the damage caused by the pollution of the
environment;
- reach an agreement on the principles of co-operation
between the Baltic States and on the methodology for assessing
the pollution coming from the territories of third countries;
- be guided by international agreements on transboundary
pollution, e.g.:
the 1979 Geneva Convention "On Long-Range Transboundary Air
Pollution" and
the Helsinki Convention "On the Protection and Use of
Transboundary Watercourses and International Lakes".
