SEIMAS OF THE REPUBLIC OF LITHUANIA
RESOLUTION
ON
THE IMPLEMENTATION OF THE Republic of LITHUANIA
LAW ON STATE SECRETS AND THEIR PROTECTION
The Seimas of the Republic of Lithuania resolves:
1. To propose to the Government of the Republic of Lithuania
by 1 March 1996:
1) to approve the procedure for protection of the
information, which is considered a state secret, prepared by the
State Security Department and co-ordinated with the institutions
concerned;
2) to establish the procedure for drawing up and amending of
the list of the Republic of Lithuania of the information which is
considered a state secret;
3) to establish the procedure for transmission of the
information which is considered a state secret to other states or
international organisations, as well as regulations for granting
citizens of other states permits to work or familiarise
themselves with the information which is considered a state
secret;
4) to make a list of posts, holders of which may be entitled
to familiarise with the information which is considered a state
secret, without exceeding the powers established by laws, and to
establish the procedure for familiarising the persons who hold
these posts with the information which is considered a state
secret and notifying these persons of the liability for
disclosure or loss of the information which is considered a state
secret; and
5) to make a list of subjects of state secrets and to
establish the procedure for preparation, approving and amending
of detailed lists of the information which is considered a state
secret relating to the activities of subjects of state secrets.
2. To obligate the Department of Lithuanian Archives and the
State Security Department to prepare by 1 March 1996 the general
procedure for organising of record keeping, storing, keeping,
registration of classified documents, as well as protection of
the data of computerised secret information.
3. To establish that classification markings "National
significance", "Top secret" and "Secret", valid before coming
into effect of the Law, on documents and records of archives of
institutions keeping documents be changed into the classification
markings established by this Law, or such documents, if they do
not contain information which is considered a state secret, be
declassified.
