SEIMAS RESOLUTION
Concerning the Enforcement of Articles
Specified in Article 52 of the Law
on Alcohol Control
The Seimas of the Republic of Lithuania has resolved:
I. To propose to the Government of the Republic of
Lithuania:
1. By 1 July 1996, to:
1) prepare and submit to the Seimas of the Republic of
Lithuania draft amendments to the Laws on Excise Taxes and Stamp
Duty, taking into account the Law on Alcohol Control;
2) revise the procedure for the production, import, export
and domestic trade in alcohol products containing ethyl alcohol,
taking into account the Law on Alcohol Control. To establish that
the procedure set forth in the first sentence of part 1 of
Article 13 shall come into effect as of 1 January 2001;
3) establish the basis of and the procedure for the issuing
and revocation of licences to produce, sell, and import alcohol
products, taking into account the Law on Alcohol Control;
4) prepare and approve state alcohol control programme.
2. By 1 January 1998, to enforce other requirements
established by the Law on Alcohol Control.
II. To establish that:
1. By 1 May 1997, the Ministry of Health Care must:
1) establish the Lithuanian Narcological Centre, approve its
regulations, list of staff and allocate funds necessary for its
activities;
2) fulfil other requirements established by the Law on
Alcohol Control.
2. The Lithuanian Standardisation Agency at the Ministry of
Public Administration Reforms and Municipal Affairs must, within
six months as of the date of the adoption of this Law, prepare or
revise normative documents, taking into account the Law on
Alcohol Control.
3. The norms of the Law on Alcohol Control, concerning the
change of the name of the Ministry of Health Care shall become
effective after the Seimas of the Republic of Lithuania adopts
the Law "Concerning the Amendments to the Law on the Government
of the Republic of Lithuania".
