REPUBLIC OF LITHUANIA
SUPREME COUNCIL
RESOLUTION
On the Entry Into Force of the Court Law of the Republic of
Lithuania
The Supreme Council of the Republic of Lithuania resolves
that:
1. The Court Law of the Republic of Lithuania shall come
into force on the 10th day of February, 1992, while Articles 1-5,
7 and 9-15 of this Law shall come into force on the 1st day of
November, 1992.
2. The Government of the Republic of Lithuania, in
accordance with the proposals of the Ministry of Justice and the
Supreme Court, must ensure proper working conditions for the
courts, including furniture, technical and other provisions.
3. The Ministry of Justice, in coordination with the Supreme
Court, must prepare and present to the Supreme Council of the
Republic of Lithuania draft projects of the following laws and
regulations:
1) by June 1, 1992 - The Law on Pensions, Insurance and
Social Guarantees; The Law on Wages and Bonus;
2) by July 1, 1992 - Establishment of District Courts, Area
Courts, the Court of Appeal and the Supreme Court of Lithuania;
Number of Judges in District Courts, Area Courts, the Court of
Appeal and the Supreme Court;
3) by August 1, 1992 - Court of Honour Regulations.
4. The Minister of Justice, in coordination with the Supreme
Court of the Republic of Lithuania, must present to the
Government of the Republic of Lithuania a draft resolution
concerning the realization of Article 44 by June 1, 1992.
5. The Supreme Court chairperson must present a list of
judges - candidates to the Supreme Court of the Republic of
Lithuania - to the Supreme Council of the Republic of Lithuania
by August 1, 1992.
6. In coordination with the Minister of Justice of the
Republic of Lithuania, the Chairperson of the Supreme Council must
present a list of judges - candidates to the Court of Appeal and
area courts - to the Presidium of the Supreme Council by August 1,
1992.
7. The Minister of Justice must present a list of judges -
candidates to the district courts - to the Presidium of the
Supreme Council by August 1, 1992.
8. By February 15, 1992, the Minister of Justice must form a
temporary district court judge examination committee, and the
Supreme Court chairperson must form examination committeees for
area courts, the Court of Appeal, and the Supreme Court, which
shall act as a board of experts from the date established.
9. The Minister of Justice and the Supreme Court chairperson
must ensure the activities of the courts during the reform period
so that all of the Lithuanian courts could begin to function in
accordance with this law by November 1,1992.
10. By August 1, 1992, the Ministry of Justice must prepare
and present to the Supreme Council of the Republic of Lithuania
and the Governemnt of the Republic of Lithuania a list of laws
and standard acts which shall lose their power after this law
comes into force.
11. The Board of Court Reform of the Supreme Council of the
Republic of Lithuania must, in due time, prepare and present to
the Supreme Council proposals concerning the changes in the
Criminal Code, Civil Code and Administrative Code of the Republic
of Lithuania.
12. The present Resolution shall come into force from the
moment of its adoption.
