On 14 March 2002 the Bank of Lithuania by its Resolution No 37 partially amended and laid out a new wording of the Rules for Management of the Loan Risk Database. All the additional information about the loans or financial leasing extended to the borrowers, stipulated in the Rules for Management of the Loan Risk Database, must be submitted by the banks to the loan risk database within three months from the day the Resolution came into force. On 14 March 2002 the Bank of Lithuania by its Resolution No 38 approved the Rules for Compulsory Reserves of Credit Institutions. |
On 28 February 2002 the Seimas adopted Law No IX- 746 on Amendment of the Second Chapter of the Law on Insurance and Supplementing Thereof with Article 70. The main goal of the amendments is to harmonise the provisions of the Law on Insurance with the Civil Code and the EU law.
On 26 March 2002 the State Insurance Supervision Service Board by its Resolution No 67 approved the Procedure for Issue of Permits for Joint Insurance. The Procedure regulates the issue of permits for joint insurance in the Republic of Lithuania and foreign states.

On 1 March 2002 the Minister of Health Care by Order No 99 approved the Rules of Good Manufacturing Practice for Pharmaceuticals. The Rules of Good Manufacturing Practice for Pharmaceuticals establish the procedure and basic principals of manufacture of pharmaceuticals and pharmaceutical substances meant for people in pharmaceutical industry enterprises of the Republic of Lithuania. The Rules are drafted in conformity with the 13 June 1991 EU Directive laying down the principles and guidelines of good manufacturing practice for medicinal products for human use (91/356/EEB), as well as following the requirements of 6 November 2001 Directive on the Community code relating to medicinal products for human use, adopted by the European Parliament and the Council (2001/83/EB). The Rules will come into effect as of 1 July 2002. The pharmaceutical industry enterprises, having acquired licences to engage in manufacture of pharmaceuticals prior to enforcement of the Rules, must reorganise themselves by 1 January 2004 according to the Rules and obtain certificates confirming the compliance of their activities with the requirements of good manufacturing practice.
The Constitutional Court by its 14 March 2002 Ruling has resolved that Article 11 part 2 of the Law on Pharmaceutical Activities of the Republic of Lithuania contradicts the Constitution of the Republic of Lithuania to the extent that it limits the right of individuals having no high pharmaceutical education to own pharmacies. |

On 29 December 2001 the Minister of Communications by Order No 481 approved the Rules for Registration of Marine Ships.
On 29 June 2001 the Minister of Communications by Order No 216 approved the General Rules for Labour Safety in Ships. The Rules set forth the requirements for ensurance of labour safety for employees of ships registered in the Republic of Lithuania, hired (freighted) or navigating with the Lithuanian state flag. The Rules are valid in respect of all ships and navigation means of transport navigating with the Lithuanian state flag. The Rules are drafted pursuant to the laws and other regulatory enactments existing in the Republic of Lithuania.
On 29 December 2001 the Minister of Communications by Order No 480 approved the Regulations for Certification of Shipping Equipment. The Regulations set forth the procedure for assessment of compliance and usage of equipment used in ships navigating with the Lithuanian state flag or supplied to the Lithuanian market. |
On 27 February 2002 the Government by Resolution No 294 partially amended its Resolution No 284 “On Imposition of Quota on Manufacture of White Sugar”. By this resolution the sugar quota of 112 thousand tons was established for the year 2002.
On 5 March 2002 the Minister of Agriculture by Order No 67 apportioned the white sugar manufacture quota and determined the minimum threshold price for buy-up of sugar beet. In 2002 the white sugar manufacture quota was
apportioned as follows: AB “Marijampolës cukrus” - 22 thousand tons; AB “Panevëþio cukrus” nd “Këdaini¸
cukrus” - 90 thousand tons. |
On 25 February 2002 the Minister of Finance by Order No 51 approved the Procedure for Take-over of a Taxpayer’s Tax Underpayments. The Procedure for Take-over of a Taxpayer’s Tax Underpayments regulates the procedure for exercise of a third person’s right to take over the taxpayer’s tax underpayments.
On 27 February 2002 the Minister of Finance, for the purposes of the Law on Profit Tax, by order No 54 approved the Criteria of the Definition of Permanence of a Foreign Unit’s Activity and of the Dependence and Independence of the Status of a Foreign Unit’s Representative (Agent).
On 10 March 2002 the Government by Resolution No 321 approved the Procedure for Determination of Payments Related to Earning of Income Trough Permanent Establishments and the Procedure for Estimation of the First and the Last Tax Periods of a Permanent Establishment. The aim of the Procedure for Determination of Payments Related to Earning of Income Through Permanent Establishments is to determine the payments related to earning of income by a foreign tax liable unit through permanent establishment in the Republic of Lithuania and the rules of calculation thereof.
On 14 March 2002 the Head of the State Tax Inspectorate by Order No 75 approved the Rules for Submission, Acceptance and Adjustment of Declarations on Property and Income of Residents of the Republic of Lithuania. |
On 27 February 2002 the Government by Resolution No 298 determined the upper limit for prices and tariff rates of telecommunication services. The upper limit for prices and tariff rates is applied when there is only one provider of a certain type of telecommunication service or when a telecommunication service provider is dominant on the market of a particular telecommunication service.
On 12 February 2002 the Director of the Communications Regulation Service approved the Procedure and Tariffs of Payment for Services Provided and Works Performed by the Communications Regulation Service under the Government of the Republic of Lithuania. The paid services rendered by the Communications Regulation Service include: (1) examination of applications for obtaining a licence (permit) for telecommunication activities, allotment of resources, manufacture, import and trade of radio-electronic devices; (2) registration of telecommunication equipment (issue of a permit to use telecommunication equipment); (3) supervision of compliance with terms and conditions set for licences and permits of telecommunication services; (4) supervision of use of resources (monitoring); testing and certification of equipment; (5) other services (resolution of disputes between telecommunication operators etc.). This Resolution will come into effect as of 1 April 2002. |
